If you plan to develop an adaptive intervention and you have scientific questions about how to intervene at two or more decision points, a SMART design may be right for you. Not all research related to constructing an optimized adaptive intervention requires a SMART.  And research related to confirming the effectiveness of an adaptive intervention does not require a SMART.
