Answer

No. There are different types of randomized trial designs that you can use to optimize an adaptive intervention. The SMART is just one type of design.

The trial design you select to help you construct an optimized adaptive intervention will depend on your scientific questions. For example, alternatives to the SMART design include slow/non-responder trials, enhanced slow/non-responder trials, or some other type of trial design or factorial design.
