Not necessarily. Most adaptive interventions do not involve randomization.
In most settings, randomization is not part of intervention; the same is true with adaptive interventions. While there are exceptions (e.g technology-assisted, just-in-time adaptive interventions), randomization is typically done by researchers, not clinicians, as part of an experiment, such as a sequential multiple assignment randomized trial, or SMART.
